Global AI Treaty Signed by US, UK, EU, and Major Nations: A Milestone for AI and Human Rights
The United States, United Kingdom, European Union, and several other countries have just signed a historic treaty, marking a major step in the global regulation of artificial intelligence (AI). The treaty, established by the Council of Europe (COE), aims to ensure AI systems are designed and used in alignment with human rights, democracy, and the rule of law.
What is the Framework Convention on AI?
The Framework Convention on artificial intelligence, human rights, democracy, and the rule of law is the world’s first legally binding international agreement concerning AI. This convention, developed by the Council of Europe, seeks to create standards to ensure AI respects democratic values and does not infringe on fundamental rights.
Signed in Vilnius, Lithuania, the treaty has already garnered the support of key global players, including the US, UK, and EU. Other signatories include nations like Norway, Iceland, Georgia, Moldova, Israel, Andorra, and San Marino.
However, several notable countries, particularly from Asia and the Middle East, have not yet signed the treaty. Russia also remains absent from the list of signatories. Despite this, any country is welcome to join in the future, provided they agree to comply with the treaty’s rules.
The Three Pillars: Human Rights, Democracy, and Rule of Law
Protecting Human Rights: A key focus of the treaty is ensuring that AI systems respect human rights. This includes protecting privacy, preventing discrimination, and ensuring fairness in how AI systems operate.
Safeguarding Democracy: The treaty emphasises the importance of democratic principles in AI development and use. AI-driven decision-making should not undermine democratic processes or allow for the manipulation of public opinion.
Upholding the Rule of Law: This pillar ensures that AI systems function within legal frameworks, that AI operates transparently, and that accountability mechanisms are in place to address any misuse.
Why Is This Treaty So Significant?
Artificial intelligence is evolving rapidly, and its applications are influencing almost every sector, from healthcare to finance to public services. Without proper regulation, AI could reinforce existing social inequalities and erode trust in institutions.
The Role of Innovation and Risk Management
Although the treaty is focused on protecting rights and upholding democracy, it also recognises the importance of innovation. The COE has ensured that the legal framework it proposes balances promoting technological progress with managing risks.
What Happens Next?
The treaty will come into force three months after at least five of the signatories—three of which must be Council of Europe member states—ratify it. As the treaty gains more signatories, it has the potential to set global standards for AI governance.
How Does This Treaty Compare to Other Global AI Efforts?
Other recent efforts include the UK’s AI Safety Summit, the G7-led Hiroshima AI Process, and the UN’s AI Resolution. Each of these initiatives shares a common goal: ensuring that AI develops in a way that aligns with democratic values and human rights.
What About the Missing Countries?
Despite its historic nature, the treaty has some notable absentees. Countries like China, India, and Russia have not signed the agreement.
Final Thoughts
The signing of the global AI treaty is a major step forward in AI governance. By aligning AI systems with human rights, democracy, and the rule of law, the treaty could ensure that future AI technologies serve society in a positive and ethical way.
